More monitoring isn’t always better. Conservation is starting to reckon with that

Before launching a monitoring program, practitioners are usually asked how data will be gathered, which indicators will be tracked, and how results will be analyzed. Less often, they are asked what the monitoring is meant to do. A recent paper led by Kate Helmstedt argues that this question should come first. Monitoring is most useful when it is tied to a clear account of how the information will influence decisions, policy, or outcomes for biodiversity.

That point can seem obvious. In practice, conservation has often treated data collection as a default activity. Advances in technology have reinforced that tendency. Satellites now track forest loss in near real time. Camera traps, acoustic sensors, and environmental DNA expand what can be observed. As the scope of measurement grows, so does the assumption that more information will lead to better outcomes.

Evidence from conservation research complicates that assumption. Monitoring can describe trends without explaining causes. It can show what is happening without clarifying whether an intervention made a difference. Establishing impact requires comparison—an estimate of what would have occurred without the action taken. Even with improved methods, the link between data and outcomes is not automatic. Resources spent on monitoring may reduce what is available for implementation.

The paper responds by distinguishing among the reasons monitoring is undertaken. Some efforts are designed to guide management decisions. Others aim to inform policy, secure funding, build public support, or document change over time. Grouping these together can obscure their purpose. When the role of monitoring is not defined, programs can continue out of habit, producing data with no clear path to use.

The authors do not argue for less monitoring. In many regions, basic information remains limited. Their emphasis is on alignment. Monitoring should be designed with a specific role in mind and scaled accordingly.

For practitioners, the implication is direct: if a data point cannot be linked to a decision, its value is uncertain.

Conservation has not lacked information. The challenge is to ensure that the information collected is the kind that can be used.
